What are PRC Services?

The Prevention, Retention, and Contingency (PRC) Program, is designed to provide benefits and services to eligible households with at least one minor child to overcome barriers to achieving or maintaining self-sufficiency and personal responsibility.

This Seneca County PRC Program Plan is frequently updated to either expand or reduce services based on community need and available TANF (Temporary Assistance for Needy Families) funding.

Chapter 1: Family Strengthening and Preservation Services           

Provides temporary Rental/Mortgage assistance to prevent eviction or homelessness. Other Family Strengthening & Prevention Services may be available through a referral from Protective Services division. Benefit Cap: $2,000

 

Chapter 2: Diversion/Contingency Services                

Provides temporary Utility Assistance (Electric, Natural Gas, Propane, or Fuel Oil). Benefit cap:  $1,500

 

Chapter 3: Disaster Services       

Provides temporary assistance with home repair or replacement of necessary household items following a disaster such as house fire, flood, etc. Benefit cap: $1,500

 

Chapter 4: Subsidized Employment Program (SEP)  

Provides temporary wage reimbursement to employers willing to hire low-income, PRC eligible Adult participants. Click here for more details.

 

Chapter 5: Youth Employment Program            

Provides temporary wage reimbursement to employers willing to hire low-income, PRC eligible Youth participants. Click here for more details

 

Chapter 6: Vehicle Repairs

Provides temporary assistance for working families when facing unexpected vehicle repair costs.  Repairs must be completed by a participating vendor.  Click here for a list of our current agency approved vendors.  Benefit cap: $1,200

 

Chapter 7: Employment and Training (Employment Readiness) Services

Provides temporary assistance with Training and Employment costs such as uniforms, tools, tuition, books, mileage reimbursement, etc. Click here for more details regarding PRC Training Services as well as other WIOA Training Services  Cap determined by type of benefit:  Services up to $500, or up to $5,000 for Training.

 

Chapter 8: Vehicle Fuel Assistance  

Provides temporary assistance toward the purchase of vehicle fuel for employment only (travel to/from worksite).  Participant must be working at least 20 hours per week.  Benefits issued though a Purchase Authorization (voucher) that must be used at agency approved vendor.  Benefit cap:  $100 per month / per person (Limited to 4 months)

 

Chapter 9: Employment Retention

Provides temporary incentive payments to participants to maintain continuous full-time employment (32 hours per week).  Benefit payments are issued following 30 days ($300), 60 days ($500), and 120 days ($700) of continuous employment.  Benefit cap:  $1,500 per individual.

 

 

Who is potentially eligible for these services?

  • Seneca County Residents who are:
    • A Specified relative with minor child(ren)
    • Legal custodian/guardian with minor child(ren)
    • Pregnant woman
    • An Ohio non-custodial parent if the non-custodial parent and/or the child reside in Seneca County.
    • Income Eligible (at or below 200% Federal Poverty Level)

Additional verifications/documentation may be needed to process your application. A checklist will be provided to you after review of your application. Many applications are able to be approved or denied within ten (10) business days, however some may take up to thirty (30) days to process. Applicants will be notified by mail of their approval or denial.
